Open Access Policy

1. General Principles of Open Access

The INVALSI European Journal of Evaluation and Research in Education (EJERE) adopts a model of full and immediate Open Access, in line with the principles of open science, research transparency and the free dissemination of scientific knowledge.

The journal is committed to ensuring that all published articles are freely accessible online, without financial or technical barriers, to researchers, policy-makers, education professionals, students and the general public.

The aim of the journal’s Open Access policy is:

  • to promote the international circulation of educational research;
  • to support the use of research findings to improve educational policies and practices;
  • to promote equity in access to scientific knowledge;
  • to strengthen the social and institutional impact of the evidence produced.

2. Open Access publication model

EJERE adopts a Diamond Open Access model (with no costs for authors or readers).

This means that:

  • articles are freely accessible to anyone, anywhere in the world;
  • authors do not pay any Article Processing Charges (APCs);
  • publishing costs are covered by INVALSI and the journal’s institutional partners;
  • the journal does not charge submission fees and does not apply hidden costs.

3. Publication Licence

All articles published in EJERE are released under a Creative Commons Attribution 4.0 International (CC BY 4.0) licence.

This licence allows anyone to:

  • read, download and share the content;
  • reuse and adapt the materials for academic, educational and professional purposes;
  • reproduce figures, tables and texts with appropriate citation of the original source.

Essential condition: correct attribution to the authors and the journal is always required.


4. Authors’ rights

Authors retain copyright in their works and grant the journal a non-exclusive licence for publication.

Authors may:

  • deposit their article in institutional repositories or subject-specific repositories (e.g. Zenodo, ERIC, OpenAIRE);
  • share the final published text (editorial version) on personal websites, ResearchGate or institutional pages;
  • reuse their work in books, chapters or reports, citing the original publication in EJERE.

5. Peer Review and Scientific Quality

Open access does not compromise scientific quality. All manuscripts undergo double-blind peer review by international reviewers who are experts in the fields of educational evaluation, psychometrics, educational policy and comparative research.

The editorial process follows international standards of:

  • transparency,
  • impartiality,
  • scientific integrity,
  • management of conflicts of interest.

6. Digital archiving and preservation

EJERE ensures the long-term preservation of articles through:

  • archiving in certified repositories;
  • integration with European open science infrastructures (e.g. OpenAIRE);
  • assigning permanent DOIs to each article.

7. Research data and Open Data

In line with Open Science policies, EJERE encourages authors to:

  • make research datasets available, where possible;
  • deposit data in open and citable repositories;
  • include Data Availability Statements.

8. Publication Ethics

The journal adheres to the principles of COPE (Committee on Publication Ethics) and promotes:

  • scientific integrity;
  • prevention of plagiarism;
  • methodological transparency;
  • proper acknowledgement of authors’ contributions.

9. The social mission of Open Access in education

EJERE regards open access not merely as an editorial choice, but as a public responsibility:

Publicly funded educational research must be accessible to the community and usable to improve:

  • school policies;
  • assessment systems;
  • educational equity;
  • teaching practices;
  • teacher training.
